What lures should I use this time of year for river muskies? Can I use topwaters?

You could try topwaters, but most muskies need a slower presentation in cold water conditions. Some guys will throw plastics and jig combos for fish in neutral or negativel moods. This will get you near those fish hanging out near the bottom and not actively feeding. If the fish are more active then slow twitching retrieves of crankbaits just under the surface will sometimes get the job done.

we generally troll deep divers, 9"-12" baits, but when thingh slow down we jig plastics like the bait Rigs Esox Cobra tail jig. Looks like a giant bass fishing jig and a plastic trailer.
Got my butt whooped at the PMTT championship in Illinois by guys jigging in 15-20' of water in November. They caught 3 musky in 2 days including a 44".
